Job Description
The Regional SHINE Director is responsible for the overall management, coordination, and continued development of the SHINE (Serving the Health Insurance Needs of Everyone) program for the Mystic Valley Elder Services and Greater Lynn Senior Services area. This role ensures that health insurance counseling, assistance, and outreach services are provided to Medicare-eligible individuals across the regional service area in compliance with SHINE guidelines.
This is a full-time, non-exempt (35 hour/week) position. We offer a hybrid remote schedule. Our office is located in Malden, MA with ample free parking!

- Oversee the overall management, coordination, and compliance of the SHINE program
- Serve as the liaison between the Regional SHINE Program and the Massachusetts Executive Office of Aging & Independence SHINE Director and ensure all records, files, surveys, reports, and other required data collected meets standards and requirements
- Recruit, train, and supervise program staff, including SHINE counselors and administrative support personnel
- Organize and facilitate ongoing training for counselors on Medicare, Medicaid, Medigap, Medicare Advantage Plans, and other health insurance-related topics.
- Develop and oversee community outreach strategies, including public speaking engagements, media interviews, and participation in health fairs.
Other Activities:
- Develop and implement strategies for volunteer recruitment, selection, and training.
- Coordinate and match volunteer counselors with work sites and schedules
- Assess community needs and expand counseling site availability to better serve Medicare-eligible individuals.
- Ensure program promotion and public awareness of SHINE services.
- Provide direct health insurance counseling to Medicare-eligible individuals and beneficiaries as needed.
- Attend regional SHINE directors' meetings, training sessions, and conferences relevant to program goals and administration.
- Participate in applicable committees and workgroups inside and outside the agency
- Ensure that Memorandums of Understanding (MOUs) with counseling sites are current and compliant with SHINE program requirements.
- Conduct customer service satisfaction surveys and quality assurance measures to ensure program effectiveness.
- Effective management of program budgets and resources.
Qualifications:
- Bachelor's degree in Human Services, Social Work, or a related field with at least five years of management and supervisory experience in a human service setting
- SHINE certification or ability to obtain certification within the required timeframe
- Demonstrated knowledge of Medicare, Medigap, Medicare Advantage Plans, Medicaid, and other public health insurance programs
- Strong oral and written communication skills, including experience with public speaking and training
- Excellent interpersonal skills with demonstrated ability to communicate across all levels, including staff, board members and external partners
- Highly resourceful team player, with the ability to work effectively independently or as a team
- Ability to manage multiple priorities, work independently, and make informed decisions
- Private transportation required
- Demonstrates a willingness to take on new tasks with a general attitude that no task is too small, impossible, or cannot be improved
- Expertise in the following platforms: Microsoft Office (Word, Outlook, Teams, Excel, and PowerPoint), Adobe Pro, Zoom and other web-based applications
- Experience supervising and mentoring both paid staff and volunteers
- Knowledge of aging services networks; experience with the disability community is a plus
