Salary Range: $61,000 - $65,000

The Office of Economic Empowerment (OEE) is a department within the Office of the Treasurer and Receiver General of Massachusetts tasked with offering free and accessible financial education, promoting racial and gender equity, and creating a bright future for children across the state.

I. PURPOSE OF THE JOB

This position will report to the Deputy Director of OEE and will manage programs that are aligned with the mission of the Department and serve as the primary point of contact for those programs. Program management will include, but not be limited to, projects that address closing the race and gender wage gap, financial education, racial equity, women’s empowerment, workforce development, and college affordability.

The Program Manager will be responsible for the implementation and management of both new and existing OEE projects and initiatives.

II. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

· Provide oversight and management of select OEE initiatives to further the mission of the Department; maintain quality of programs and oversee program budgets.

· Work with the Executive Director and Deputy Director identifying and developing new programs and opportunities.

· Identify potential partners and plan outreach strategies to further participation in programs with outreach and marketing teams.

· Ensure program design and implementation is done through an equity-lens and a community-led approach.

· Work with the Director of Program Evaluation on the evaluations of program metrics and make recommendations on how to improve program success.

· Partner with other Treasury Departments as needed to promote the mission of the Department and meet goals of programs.

· Manage staff under direct supervision and be able to oversee a team with diverse responsibilities .

III. OTHER DUTIES AND RESPONSIBILITIES

· Represent the Office of Economic Empowerment at meetings with stakeholders, program participants, other state agencies, and other audiences

· Attend regular meetings with Executive Director, Deputy Director, and weekly OEE staff meetings.

· Perform other duties as assigned.

V. KNOWLEDGE AND SKILLS

· Bachelor’s Degree required;

· Knowledge of and passion for economic empowerment issues;

· Commitment to diversity, equity, and inclusion in the workplace;

· 5-7 years relevant experience; experience managing a diverse array of programs highly desired;

· Experience supervising staff highly desired;

· Experience working in the non-profit and/or public sector highly desired;

· Must be able to work independently and as part of a team;

· Multi-lingual highly desired;

· Ability to multitask, meet competing deadlines, and provide a rapid response at critical periods;

· Excellent oral and written communication skills;

· Ability to travel throughout the Commonwealth when needed.
