Horizons for Homeless Children (Horizons) is a local non-profit dedicated to improving the lives of young homeless children in Massachusetts and helping their families succeed by providing high-quality early education, opportunities for play, and comprehensive family support services. About the Position
As our Human Resource Manager, you’ll support staff through HR systems and processes with compassion, consistency, and creativity to provide responsive and values-aligned HR services. You'll be responsible for the daily administration of employee relations, HRIS/employee systems, engagement, training and development, performance management, and leadership coaching. You’ll be directly supported by the Human Resources Senior Director alongside your colleagues, including a Senior Recruiter, Benefits Administrator, and Mental Health Coach.
- Manage day-to-day employee life cycle changes and processes in HRIS and practices, including payroll changes, employee files, and offboarding, and providing backup support to Benefits Administrator as needed.
- Establish strategic partnerships and support teams through employee relations concerns, performance management initiatives and change management, administering policies, and recommending effective, scalable solutions for addressing workplace issues.
- Provide leadership coaching at all levels on employee relations techniques, corrective action, documentation, and performance management best practices to support successful self-managed leadership practices among people managers.
- With an eye for people data and metrics, you’ll track trends and share insights to improve the employee experience, creating materials for the leadership team and collaborating with the HR team on continuous, data-driven improvements.
- Conduct investigations as needed, provide accurate and timely responses to concerns and determine expedient solutions to ensure fairness and legal compliance.
- Coordinate issues relative to compliance, and employment law; stay current on HR regulations and notices ensuring compliance across the workplace, including COVID-19 health and safety regulations while the need persists.
- Cultivate and promote a healthy organizational culture both internally and externally, in alignment with the values and mission of Horizons for Homeless Children, championing diversity, equity, inclusion, and belonging through everything you do.
- Lead employee engagement, promoting and supporting Horizons’ employee programs and initiatives, including professional development funds, recognition and milestone awards, employee resource groups, events, All Staff training, stay/exit interviews, etc.
Qualifications & Experience
- At least 3-5 years of progressive experience in Human Resources, 2+ with Employee Relations responsibilities, and demonstrated success
- Experience administering HR systems required
- Experience with a variety of issues such as harassment, discrimination, workplace violence, ethical issues, etc.
- Proven track record to assess situations and create innovative, people-centered solutions, in partnership with others in HR and managers, that support diverse employee populations, particularly multilingual groups
- Experience delivering and/or facilitating effective and engaging employee training and employee relations solutions
- Supervisory skills with a strengths-based and mutual respect approach and the ability to manage workloads, provide appropriate support, and address professional development needs.
- Able to communicate complicated concepts and processes in simple language that non-HR folks can understand
- Motivated self-starter who is comfortable working as part of a team and independently
- HR certification (PHR or SHRM-CP)
- Paycom or complex, customizable HRIS experience
- Previous experience working in nonprofit or educational (with teachers) environments
- Bilingual in English and Spanish is strongly preferred to be able to communicate complex HR-related concepts into easy-to-understand information in an employee’s native or primary learning language
Where and when you’ll work
This is a 40-hour, full time position that’s exempt from overtime. You can expect to work a hybrid schedule Monday through Friday with at least 3 days on site and 2 days working from home during regular business hours, as your biggest client group are essential staff who work predominantly on-site. Actual schedules are determined collaboratively among the HR team to ensure staggered coverage. There will be occasional evening or weekend events with advanced planning and notice. Our beautiful new [in 2021] space is located: Edgerley Family Horizons Center at 1785 Columbus Ave, Roxbury, MA.

Compensation and benefits
$70,000 - 80,000 is the starting salary range for this position. Your starting salary will fall within that range depending on your competencies, experience, skillset, and language capacity. Top of range is typically reserved for Bilingual English/Spanish candidates.
Our compensation practices include:
- Regularly comparing our pay rates to that of similarly situated employers (market rates), economic factors, organizational budget, pay equity, and the contributions of the person in the role to ensure that we maintain fair and equitable pay.
- When we make an offer, we do so with the above factors in mind and not based on anyone’s particular negotiation skills, as we know that can lead to inequity.
- While increases and bonuses are never guaranteed, there are opportunities to earn additional compensation every 6 months; cost-of-living-adjustments every Spring and performance-based bonuses or increases every Fall, so starting pay truly is only the beginning.

Your total compensation package includes the following benefits:
- Health coverage options designed to be as comprehensive and affordable for you as possible, with Horizons covering between 75% of premiums (a value that ranges from an additional $8,000 – 25,500 per year based on your enrollment choices).
- While you have a choice between an HMO and PPO plan for medical coverage, most employees pay $78 for individual, $155 for 2-person, or $295 for family coverage per paycheck and never pay more than $300 for individual or $600 for 2-person/family toward deductibles, as Horizons covers the first 92.5% of deductibles.
- Paid leave coverage is offered through Massachusetts’ Paid Family and Medical Leave. Horizons covers both medical and family contributions at 60% (100% for employees who earn less than $50,000 annually) with up to 26 weeks of paid leave available based on eligibility and approval.
- Horizons’ additionally offers 1 week for paid parental leave for welcoming a child into your family through birth, foster, or adoption, that often covers the waiting period for PFML to begin.
