Job Description

The Family Support Center Director is responsible for the daily and on-going operation of all facets of the Family Support Center under his/her authority.  The Family Support Center Director communicates with the Executive Director regularly regarding all areas of service operations.

The Family Support Center provides planning assistance, information, education, recreation and referral services that assist parents to successfully manage the challenges of raising a child with intellectual and developmental disabilities.  The Family Support Center incorporates a variety of distinct programs services offered through the Department of Developmental Services (DDS) including the Department of Elementary and Secondary Education (DESE/DDS) individualized services, Agency with Choice (AWC), Intensive Flexible Family Support Services (IFFS), Autism Spectrum Disorder (ASD) services for adults and various other services and resources to support individuals and families in the region.

Essential Duties:

  • Ensure and safeguard Brockton Area Arc (BAArc) consumers’ human dignity, rights, and liberties.

Oversee the daily operations of the Family Support Center to include, but not limited to:

  • Coordinate all referrals, acting as a liaison with funding agencies.
  • Ensure that services are being provided to consumers in accordance with established Department of Developmental Services (DDS) regulations, Individual and Family Support Plans, Whole Life Plans, Medicaid waivers, etc.
  • Maintain records as required by governmental agencies, funding sources, etc. 
  • Ensure adherence to all BAArc policies and procedures, and pertinent funding source regulations, including DDS and MassHealth/Medicaid. 
  • Ensure adequate daily employee coverage and coordination of vacation and other scheduled leave.
  • Responsible for recruiting staff and overall supervision of Family Support employees, including, but not limited to:
  • With the input and approval of the Executive Director, The Family Support Center Director is responsible for making hiring, promotion, disciplinary actions and termination recommendations and taking follow through action.
  • Oversee and document employees’ orientation and on-going training.
  • Ensure that staff receive the DDS Core Competency trainings and other training necessary to support participants and their families.
  • Establish an ongoing schedule of supervision meetings with employees, provide employees with ongoing feedback (written and verbal) regarding performance and expectations, develop performance based goals.
  • Monitor supervised employees’ utilization of benefits and allowable absences 

Monitor and/or supervise all BAArc administrative duties relating to the service, including, but not limited to: 

  • Submit department payroll in an accurate and timely manner.
  • Ensure accuracy of billing and other data required by DDS.
  • Ensure that all personnel information is forwarded to the HR office in a confidential manner.
  • Supervise volunteers, work study students and interns as needed

Solicit, utilize and document family input, including, but not limited to: 

  • Recruit members of Family Advisory Council.
  • Support Council by arranging for regular meetings, assisting with development of role of Council, member recruitment and meeting agenda.
  • Regularly survey family members for input and satisfaction assessment: Annual Satisfaction Survey and program assessments as needed, incorporating feedback into Family Support planning and supervision. 

Maintain professional communication with BAArc staff to include, but not limited to:

  • Lead regularly scheduled Family Support staff meetings and maintain corresponding minutes.  Meeting topics should include, but not be limited to, agency, participant and staff issues, as well as general information.
  • Oversee submission of incident reports to appropriate individuals, including parents, guardians, DDS staff, BAArc management and Human Rights Committee.
  • With the Executive Director, coordinate the Program Evaluations System and actively participate in supervision meetings.
  • Generate and disseminate appropriate management reports.
  • Inform Executive Director of issues/concerns as they arise.

Responsible for the overall development and implementation of Family Support services design while keeping the Executive Director informed to include, but not limited to:

  • Develop, monitor and amend service budget with Executive Director or designee, with review monthly. Review fiscal reports and plan for Family Support Center needs and resources, consulting with the Executive Director.
  • Establish annual service goals and implementation plans.
  • Establish and maintain positive working relationship with funding source personnel and ensure knowledge of contract requirements.
  • Search for, respond to and administer grants to expand or augment Family Support services.
  • Reach out to and establish working relationships and collaborations with community organizations for the purpose of expanding support to individuals and families.

Coordinate Family Support services for eligible and self-referred individuals and families to include, but not limited to:

  • Provide information and referral in a variety of formats, including phone, e-mail, letters and face to face meetings
  • Maintain effective and timely written and oral communications with families, DDS, and other community organizations
  • Develop Family Support Plans collaboratively with families and individuals
  • Provide short-term and ongoing Service Navigation for eligible families
  • Assist in planning and hosting Family Trainings on relevant topics
  • Maintain and update knowledge of public benefits, entitlements, special education laws and regulations, services and community resources.
  • Act as a resource for community members, including staff and families, regarding state and agency services, generic community resources, and public benefits, including researching programs and eligibility requirements for participation.
  • Assist families to arrange for transportation and/or childcare so that parents can attend meetings.
  • Promote parent and sibling networking and lead family support groups, as needed.
  • Manage Flexible Funding accounts.
  • Develop and maintain program data, including people served, services provided, meeting and training attendance, etc.
  • Complete all necessary paperwork in professional manner within designated timeframes.
  • Actively participate on work teams to continuously improve the services, solve problems, share ideas and plan for change.  Be present at meetings of various committees and the Board of Directors, as required.
  • Comply with all safety regulations and report any hazards, injuries, or violations immediately.
  • Adhere to BAArc Affirmative Action and Equal Employment Opportunity Goals and Objectives. Serve as the Agency’s ADA Coordinator.
  • Attend and participate in employee meetings, trainings, and development.
  • Perform other related duties as assigned by the Executive Director.

Required Minimum Qualifications:

  • Bachelor’s degree in relevant human services field
  • At least five years of professional human service experience with at least three years supervisory experience 
  • Must have general knowledge of related clinical services and must have experience and/or training in working with individuals with developmental disabilities and demonstrated working knowledge of principles of normalization.  
  • Must also have prior grant writing experience.
  • Possess a valid driver license

The qualified candidate must complete a satisfactory background check, including CORI. 

Preferred Qualifications:

  • Master’s degree in relevant human services field preferred
  • Personal and/or professional experience with special education laws and advocacy is preferred
  • Intermediate to advanced knowledge of Excel
