ORGANIZATION

Based in Waltham, Massachusetts, WCI – Work, Community, Independence is a 20 million private nonprofit (501c3)agency providing 24 Hour Residential Supports, Individual Supports (less than 24 Hour homes and apartments), Shared Living, ABI and Employment/Day supports to people with a wide range of intellectual and developmental disabilities, autism & acquired brain injury. WCI’s goal for four decades has been to foster the greatest possible degree of independence and competence for individuals with intellectual disabilities. POSITION

WCI is looking for an energetic, dedicated person that is interested in connecting with the culture of the organization to build relationships with not only Operations, but all internal Departments while working on the financial systems, contracts, accounts receivable, billing and overseeing the general workings of the Finance Department.

The CFO will report to the President & CEO (CEO). The CFO will oversee all aspects of the agency’s finances and fleet of vehicles. S/he will develop and implement policies, procedures, systems, and plans to comply with generally accepted accounting principles (GAAP) as well as state and/or federal regulations with input and review with other departments. S/he will ensure the smooth and proper functioning of the Finance Department. S/he will actively participate on the Executive and Management Teams and supervise the Finance Director and several other positions.

DUTIES AND RESPONSIBILITIES

  • Meet regularly with the CEO for mutual information sharing and review of finances and administrative issues.
  • Ensure economic solvency and development and report regularly on trends, problems and potential solutions for major concerns.
  • Supervise, evaluate, train and meet biweekly with the Finance Director, Accounts Receivable and Contract Specialist/Van Coordinator.
  • Provide minutes of regular staff meetings to the CEO and all involved.
  • Analyze all Financial Reports (Profit and Loss) and activities, preparing summary information as needed (e.g., monthly, quarterly reports for Cash Flow, Balance Sheet and Capital Budget).
  • Analyze all funding information and prepare summary information as needed.
  • Track and analyze all Contract Revenue from various funding sources.
  • Oversee and/or supervise all aspects of A/P, A/R, GL with associated systems and procedures.
  • Meet regularly with the Management Team to review all financial reports and funding information.
  • Oversee and/or supervise the preparation of the Annual Financial Audit and UFR.
  • Provide training and education on WCI Financial Reports, including Program Budgets, to Supervisors and Board Members.
  • Oversee, supervise and/or prepare the financial aspect of all contract proposals and proposals to various funding sources.
  • Oversees WCI’s fleet of vehicles.
· Comply with laws, regulations and agreements

  • Develop procedures, systems, and plans to comply with GAAP, State and Federal Regulations with input and review of other departments.
  • Oversee and/or supervise implementation of policies, procedures, systems and plans that ensure WCI’s compliance with laws, regulations and agreements.
  • Ensure WCI’s compliance with financing agreements.
  • Oversee, audit, and approve Accounts Receivable Coordinator's review of Residential Programs' Monthly Stipend Reports.
  • Determine Monthly Stipend amounts in conjunction with CEO and Finance Director.
  • Oversee the work with the Finance Director & Quality Assurance Coordinator to oversee Financial Transaction Records (FTR) monthly audits submitted by Residential Directors of Support.
  • Ensure WCI’s compliance with DDS/EOHHS, MCB and MRC and other reporting requirements within acceptable timeframes.
  • Meet Fiscal reporting deadlines and responsibilities
  • Oversee and/or supervise preparation of all funding contract agreements and amendments.
  • Oversee and/or prepare the Annual Financial Audit.
  • Oversee and/or prepare the annual Uniformed Financial Report (UFR).
  • Oversee and/or prepare the annual 401K audit in conjunction with the auditors.
  • Oversee and/or prepare annual State Prequalification documents.
  • Oversee and/or prepare various reports and documents to related sources (e.g., affirmative action, SOWMBA, Board of Directors Report to the Secretary of State).
  • Risk Management
  • Liaison to WCI’s Insurance Agent/Broker.
  • Ensure that insurance policies are maintained to keep Agency properly covered.
  • Periodically request bids for Agency insurance needs.
  • Identify trends and make recommendations (e.g. staff training).
  • Review and implement recommendations made by Workers Compensation and Liability Insurance Carriers.
  • Promote and support staff development
  • Provide training to staff on WCI financial and administrative procedures, protocols and systems.
  • Provide training to staff on budgeting, controls, proposal writing and insurance matters.
  • Ensure availability to staff in order to facilitate problem solving.
  • Promote public relations
  • Stay current on information and data from government funding sources and legislation that could affect WCI.
  • Maintain positive working relationships with funding sources and business partners, including landlords.
  • Represent WCI by joining and/or attending meetings sponsored by appropriate private and public agencies, educational institutions, advocacy groups, community and civic groups or other groups, as requested by CEO.
  • CARF
  • Responsible for development of CARF Management Objectives and Business Practices.
  • Responsible for WCI’s Safety Committee, holding quarterly meetings, providing minutes.

QUALIFICATIONS

  • Master’s Degree and ten (10) years of accounting and/or business administration experience including Human Resources and nonprofit business management responsibility.
  • The ideal CFO will have prior knowledge of the Purchase of Service System and DDS/EOHHS within the Commonwealth of Massachusetts.
  • Experience working in Nonprofit- Preferred
  • Experience working with the State of Massachusetts - Preferred
  • Excellent communication, presentation, supervisory and time management skills.
  • Demonstrated success in working with diverse people.
  • Excellent organizational, accounting, business management and IT skills.
  • Ability to analyze, define and make clear recommendations relative to complex fiscal, mission and administrative problems and issues.
  • Work with all parties and develop positive working relationships with all Departments, funding sources, the Board of Directors and others.
